Approvers are not signers. Vumasign knows the difference.
A budget holder approving a contract is not a party to it and should not be asked to sign it. An approver reviews, approves or declines with a reason, and appears in the audit trail — but leaves no signature on the document. Signers come after, in the order you set; a step cannot start until the one before it is done.
Decline at any step and the envelope stops, with the reason recorded. Nothing goes to the supplier half-approved.

The evidence travels with the document, not with us.
When a supplier dispute lands three years from now, nobody wants to log in to a vendor to prove what happened. The seal, the approvals and the full audit trail are inside the PDF. It verifies in any PAdES-aware reader, with no Vumasign account and no Vumasign server.
Checked by Adobe Reader against the embedded PAdES signature and trusted timestamp. Vumasign was not contacted.
